How to get it:

If you attend Veeam training or join the Veeam Vanguard program, you receive NFR keys. This is a "free license key" that actually works, but you risk your professional certification if you abuse it in production.

Using cracked keys puts your data, your job, and your company at risk. Backups are your last line of defense – don’t entrust them to pirated software.

The Veeam Agent for Windows has a standalone free mode that doesn't require any license file at all.
